Introduction of New PF Composite Claim Forms

The EPFO has introduced Composite PF Claim Forms (Aadhaar-based and Non-Aadhaar-based) through an order dated February 20, 2017. These forms replace the existing Claim Forms No. 19, 10C, 31, 19 (UAN), 10C (UAN), and 31 (UAN) as part of the next phase of e-governance reforms. This initiative aims to make services available to stakeholders in an efficient and transparent manner. The order is effective immediately from February 20, 2017.

Earlier, the EPFO had introduced new Forms 19 (UAN), 10C (UAN), and 31 (UAN) through an order dated December 1, 2015, for employees whose Aadhaar number and bank account details were linked with the Universal Account Number (UAN).

Composite Claim Forms: Aadhaar and Non-Aadhaar

The EPFO has now modified its earlier order to prescribe a Composite Claim Form (Aadhaar) to replace the existing Forms No. 19 (UAN), 10C (UAN), and 31 (UAN) to simplify the submission process for subscribers. The new Composite Claim Form (Aadhaar) can be submitted to the EPFO without employer attestation. Conversely, the new Composite Claim Form (Non-Aadhaar) requires employer attestation before submission to the EPFO.

Simplification of Submission Process

The submission of Composite PF Claim Forms (Aadhaar/Non-Aadhaar) will be further simplified to include self-certification by PF members/subscribers, replacing various certificate requirements currently in place, such as:

i) Para 68B: The "New Declaration Form" required with Form No. 31 for housing loans, purchase of site/house/flat, or construction/addition/alteration in an existing house, and the "Utilization Certificate" practice will be discontinued. No documents are required for these partial withdrawals.

ii) Para 68H: For advances in case of factory closures, no documents are required with the Composite Claim Forms (Aadhaar/Non-Aadhaar).

iii) Para 68K: For marriage advances and post-matriculation education advances for children, no documents, including marriage cards, are required.

iv) Para 68L: In abnormal conditions, members may self-certify property damage without submitting documents.

v) Para 68J & 68N: Orders regarding certificates under these paras will be issued separately.
