Can I Issue Offer Letters to Employees Paid in Cash Like Tailors and Peons?

My name is Tanya, and I am new to the HR post. I have a query regarding some of our employees (such as the tailor, peon, etc.) to whom we provide salary in cash. Can I issue an offer letter to them or any other form of communication?

An Offer letter is issued to employees prior to joining, and an Appointment letter is given after joining to familiarize employees with the working systems and rules of the company.
