A Policy On Working On National And Festival Holidays

Hello,
Can someone help me out on how to create a policy on National and festival holidays ? Also, What if a project head needs the employee to work on a National holiday ? If yes, What are the basic procedures ?

Except few State , many State have its own National and Festival Holiday Act.
The state have its own procedure, if the employees are working on National holiday. Like some state says that holiday should be given some says extra PAY plus holiday.
