Step 2: Prepare process-wise manpower requirements/plan.
Step 3: Compare the requirements/plan with actual figures.
Step 4: Compare your manpower usage with the requirements. If there is an excess, you need to reduce staffing gradually. If there is a shortfall, you need to increase it.
