Can New Employees Claim Medical Bills from Earlier in the Financial Year?

Suppose an employee joins an organization on 10th September, can he/she submit unclaimed bills from April onwards from the same financial year to the new employer?

Your question is unclear and vague. The rule is pro-rata entitlement of anything that has become payable, supported by necessary bills. If an employee joins in September 2016, then the entitlement after joining - from September 2016 onward till March 2017 of the financial year 2016-17 - is to be paid. Where does April fit in, and of which year?

The employee will be entitled to any medical expenses incurred on or after his date of joining and until he is an employee of the company. Any medical expenses incurred before his date of joining cannot be claimed since he was not an employee.
