Dear Mr Vivek7041,
The applicability of Minimum Wages depends upon the status of the establishment/principal employer’s area of jurisdiction. If the establishment is registered under State Govt Legislation (like under Delhi Shops and Establishment Act or any Municipal Body of Delhi Govt, than the Minimum Wages of Delhi state will be applicable). On the other hand if the establishment comes under Central Govt preview (like Airport, any govt office related to Central Govt, Any Mines etc) than the Wages of Central Govt will be applicable.

The ESI notification which is attached by you is pertaining only to areas in the National Capital Territory of
Delhi.
Employees threshold limit for applicability of ESI all over India is well discussed on this forum on number of times. Please make search with appropriate words and you will find the correct picture on it. I my-self contributed on this topic on many times and I do not wish to contribute more on it unless there requires some value additions.
Also this thread is pertaining to Minimum Wage Notification by Central Government.

PF is deducted on your from basic salary (12% of basic).
HRA, CONVEYANCE is not counted in Basic salry.
And ESI is deducted from gross salary and mobile allowance is also a part of gross.

This is Rommel. I run a security company and i am looking for a clarification on the new Center Govt revised Labor rate.
1. as per the new rate, the Category WATCH AND WARD (without arms) (VDA+Basic wage)
Area A is 653
Area B is 593
Area B is 506
2. as per the new rate, the Category WATCH AND WARD (with arms) (VDA+Basic wage)
Area A is 710
Area B is 653
Area B is 593
3. as per the new rate, the Category Employment of Sweeping and Cleaning (VDA+Basic wage)
Area A is 536
Area B is 448
Area B is 359
Are they correct ?
The reason i am having a doubt is because its on a very higher side in comparison to the last rates from Central govt.
Can anyone please comment. I am attaching the new central govt ORDER for your reference.
I will be happy if any one can provide me with contact no so that i can talk directly and get this thing clear since i need to bid for new tenders and need this clarification URGENTLY.
