PF Changes - Basic Can Be Less Then Minimum Wages?

Dear Seniors, Greetings!!! Kindly guide me on below
Now PF organization change ECR format.They include gross wages. When we make staff salary structure then we differentiate Monthly gross like Basic,HRA,Education All,Medical All and other allowance.
In this structure Basic can be less then Minimum Wages. Kindly guide me is it right or wrong.
