Query: How should an HR proceed when a new joiner mentions that he was receiving his salary in cash at his previous company and that's why he does not have a pay slip? Although, we will send a verification form to his last company.

1) If the employee is receiving their salary by hand, please ask them to provide a salary certificate.
2) Do you have a grading system for specific positions based on factors such as experience and skills? If so, you can determine the wages by assigning them to a particular grade level.

How have you asked him to join before clearing up all the searches regarding pay package scrutiny, checking with his last employer, etc.? Don't you think that now, since he has already joined the organization, things are a little bit difficult? You must have given him an appointment letter. Now, suppose the search with his previous employer reveals something different from what he claims; what will be your plan of action?

Anyway, now that he has already joined, ask his Department Head to keep a closer watch on him for some time as a precaution. And in the future, strictly observe recruitment steps.
