Leave rules - guide me how to reduce absenteeism?

I work as an HR manager in an Automobile dealership and is New to this field.. presently we are facing much absenteeism at office.
Plz guide me how to reduce absenteeism. Also guide me about the leave rules that we should implement at our place.
