What is the interpretation and impact of the following punishment: "Reduction of Basic Pay by two stages in the time scale of his pay for a period of one year with cumulative effect with further directions that he will not earn his increments of his pay during this period thereby reducing his Basic Pay from Rs. 55870/- to Rs. 52950/- with immediate effect."

My query is whether the pay will be restored after one year or not?

After one year, he will earn his next increment from the stage of Rs. 52,950-00 only. Since the punishment of reducing basic pay by two stages for one year is ordered with cumulative effect, he would have to forego the sum of Rs. 2,920-00, equivalent to two stages of increment, for the rest of his entire service as well as terminal benefits like gratuity, pension, etc.
