Who Should Handle Gate Pass Authorization: Merchandisers or Export Import Department?

Good day. Kindly let me know if there is a procedure implemented for the gate pass system. In the case where a merchandiser sends documents to the Export Import department for processing and the Export Import department processes it, who is responsible for the authorization letter for gate pass generation - the merchandiser or the Export Import department? I believe the originating party is the merchandiser whose material is being led out of the factory, so they should generate the gate pass.

We have presently adopted a method where the gate pass will be generated by stores only. However, previously, for export-import related materials, they also had access to the ERP through which they would issue the gate pass.

The gate pass is generally issued by the person who is actually sending out the goods. Therefore, stores and warehouse departments are probably the correct ones.

Who will authorize sending out the goods will depend on how your departments are structured. Who is in control? Export or merchandise? If export is only processing the document and not having the right to hold it back, then probably the merchandiser will be the approving authority.

Gate Pass system is an internal control normally followed by all factories and stores. This system does not pertain to the import and export processes. It is used for the control of materials inward and outward, without specializing in export and import activities related to the Gate pass system.

The gate pass is generated by the sender. In this case, the Export-Import department is the sender.

Yes, the merchandiser can create an inter-office transfer slip as proof of handing over the consignment to the Export-Import department.

However, if you want a robust procedure, you should hire a consultant to do the process mapping and improve on the material transfers.
