How Can We Revamp Our Salary Structure for an Engineering Consultancy Firm?

We need to redesign our salary structure. It should have two parts:
A) Fixed (Basic salary)
B) Variable (Target and job-oriented) and should also include various perks.

Please help me with various formats in respect to an engineering consultancy firm.
