Minimum Wages For Staff

I would like somebody to guide me on following query
1. Are minimum wages applicabe to staff employees? Or is it only for workers?0

Can you tell us what you meant by " staff employees"? In employment context the term "staff" is a collective noun indicating all the employees of a particular activity in an organization such as teaching staff, non-teaching staff, office or clerical staff, sales or marketing staff or personnel. The Minimum Wages Act,1948 covers only an "employee" as defined u/s 2(i) of the Act employed in the scheduled employment.

1.Govt. Declares The Minimum Wages For The Workers( For Unskilled, Skilled, Office Staff Etc.) .Can We Make The Breakup Of That Minimum Wages And Deduct The PF, At A Lower Rate.
can any one tell me minimum wages for maharashtra state

By staff i mean employees working in office who are at executives or managerial position & by workers i mean fitter helper welder etc..
