Can My Company Withhold My Relieving Letter if I Can't Serve Full Notice Period?

I have been working in a company for 1 year. The company has a 3-month notice period, but due to personal reasons, I am unable to serve the full 3 months. I have already served 1 month, and I am not absconding. The 1-month notice period is also mentioned in my resignation email. Can the company send me absconding letters after my last working day? Additionally, can they withhold my relieving letter? My salary for the 1 month has already been stopped by the company.
