Epf Withdrawal - Not Having UAN

Hi,
Greetings of the day.
New rule of EPF withdrawal is epf deptt will not receive claim form without UAN no. Now problem is that many employees whose epf no is of that time when UAN was not applicable.
Can we get UAN no of the employees who had left the company in past.
EPFO department now return the claim forms without UAN no.
Please suggest.

from last 2 years EPFO working on UAN....their is no issue of old account And new account...EPFO allot the UAN no to all live account after process done by employer...
may the member left the company before before allotment of UAN...so if the member working any other establishment tell them to Generate the UAN their and link the account ...by request to EPFO officials..or they want to withdraw simply write a request letter ,,mention the issue..,,
