Starting a Payroll Outsourcing Service: What Legal Steps and Licenses Do I Need?

Respected intellectual, please give me suggestions. I want to start payroll outsourcing or staffing services. How do I start and what licenses and other legal procedures need to be done? I have already received an offer for a 20-employee contract in a retail store.

You may have to obtain a license from the Shops & Commercial Establishment, Contract Labour Certificate, Professional Tax, ESI, PF, etc.

Both are one and the same. There is no difference between a shop license and a labor license. If you are planning for staffing, you may have to obtain a contract labor license as well.
