If an employee is receiving a basic salary of less than 7000, is this employee eligible for a statutory bonus? If so, what rate is applicable to the employee?

For a salary up to Rs. 21,000, a bonus is applicable. The percentage of payment may vary from 8.33% to 20%, depending upon the allocable surplus.
