Is It Fair for a Company to Withhold Salary After Notice Period Due to Work Issues?

One of my friends served a notice period of two months as per the offer letter. Forty-five days after her last working day, the company is not paying her one month's salary, citing issues found in her work (some part of the salary and the experience letter have already been provided). Please suggest any way she can receive the salary as she served the notice period and completed the knowledge transfer properly.

Her company has replied that her salary is subject to resolving the pending issue. As she is no longer a part of the company, do they have the right to say so?

She can claim the amount by sending a legal notice first. If the salary is still not paid, she can approach the appropriate forum to recover such dues. Please provide more details like the nature of the company, its state, nature of employment, tenure of service, etc., to get a better response.
