Career Dilemma: Should I Switch from Steel to Textile for a Better HR Role?

Please help me to make a decision. I am currently working in a steel manufacturing company as an HR executive with a salary of Rs. 14500. Now, I have received an offer from a textile group as an HR executive with a salary of Rs. 22000. Which one is better for my career? Please suggest to me.

Textile option sounds better. However, what are your growth opportunities there? How far would you want to continue with the firm? What about its work culture?

Madam, thank you for your reply. Now my doubt is clear because the steel industry company didn't have a proper structure for employee increment process. The highest salary at the office level is $20,000 for the individual who has been working since 2008 as an admin manager.
