We are into creating the Vision and Mission statement for HR departmenr. Could you please suggest me how to frame the Vision and Mission Statement for HR department into Garment industry?

You will have to align the HR Vision and Mission to your company's vision and mission. Therefore, study the company's vision and mission and then frame accordingly for the HR department.
This will also have to reflect the ISO or any other standards that are already in place.
