Inspectors Permission For Giving Advances

I want details on how to obtain permision from inspector for giving advances for the wages which are not already earned.
(Under Maharashtra payment of wages rules 1936, Rule# 18 Advances)

There is no approval that needs to be taken from the Inspector under Rule 18:-
The below are the conditions which you need to take care of when giving an advance:-
1. An advance of wages shall not exceed four months wages.
2. The advance may be recovered in installments by deduction from wages spread over not more than 18 months.
3. No installment shall exceed one-third of the wages for the month.
4. The rate of interest charged for advances shall not exceed 6 1/4% per annum. {Rule 18}

Role of inspector is to see whether Payment of Wages Act are being followed or not.
He gives report specifying any breaches for necessary action.He has no role regarding sanction of advance of wages as such.
