How Can I Standardize Training Needs Analysis for Managers in Manufacturing?

I am a first-year M.B.A. student. Right now, I am doing my summer internship. My project is based on standardizing the training needs analysis process for managers/professionals in a manufacturing company. Any valuable inputs about the TNA process design, how to go about it, and any innovative ideas would be very helpful to me.
