Can a Company Legally Withhold Salaries Until Sales Targets Are Met? Seeking Advice from Peers

Hi, I would like to know if a Pvt. Ltd. company can withhold monthly salary for 10 employees and say it will release only if targets are completed. There are 20 employees, and 10 have already received their pay. However, the rest of us on the sales team are still waiting as the person in charge has stated he will release the salary only if targets are met. We are all permanent employees. Please help.

Obviously, withholding pay is highly irregular and not permitted. Achievement of targets is another issue related to incentives and not basic pay and DA, etc. It is important to represent this issue to higher authorities.
