How Do You Handle an Employee Who Takes Unapproved Leave and Disrupts Workflow?

Hi Guys, I had a bad experience with one of our staff members who has taken more than one month of leave. We have only approved 8 days. When I try to contact him, he has given a negative reaction 😞. What I understood was that he doesn't care about his duty. If he does not come to the office, what can we do? We do not know his workload (current status of the project he is handling) and the techniques he is using or any other references. Normally, this guy used to send a weekly report. It only contains what he has done during the week. It does not include what work is planned for the next day. Therefore, we are unable to appoint someone else to take over his duty. I have come up with a solution where everyone has to prepare a report stating their current duty and the methods/techniques used by them to perform their job. They should also provide references on how they are currently practicing. This report should be forwarded to the HR of the company. Please find the attached document.
