Breaking a One-Year Bond: Should Companies Issue Experience Letters if Employees Leave Early?

If a company has a one-year bond mutually agreed upon by both the employer and employee, and the employee decides to leave the company in the fourth month, should the company provide a relieving and experience letter to that employee?

I don't know from which state you are, but as per the Kerala Shops and Commercial Establishment (Amendment) Ordinance No. 20 of 2014, Chapter 1B (Conditions for Engaging Employees), the employer shall provide a service certificate to an employee engaged by him. The service certificate shall be issued to the employee at the time of resignation, retrenchment, or superannuation of the employee, or while applying for another job.
