Training Program For Freshers

Dear All,
I am from Apparel Industry. We are facing with the problem of acute shortage of skilled labour in the area where our new manufacturing facility is located. Now we are planning to recruit fresh candidates, provide them training and after successful completion induct them into production activities. I am thankful to you all if you can guide me as regard to the steps to be taken for successful completion of our plan.
