Are We Entitled to Telangana's Salary Hike for Contract Workers in a Central Institute?

We are working in an autonomous body institute that operates under Central Government policies and is located in Telangana state. Recently, the Telangana government released a salary hike for outsourcing and contract employees, stating different scales at different levels such as unskilled, semi-skilled, and skilled (from 6000/- to hiked 12000/-, 7600/- to 15600/-, and 10600/- to 17900/-). Our contractor is saying that we are not entitled to those pay scales released by the state government, mentioning that since we work in a Central Institute, it is not applicable to us.

Eligibility for State Government Salary Hike

My question is, when the contractor is in the same state and may even take on contracts with the state government, shouldn't they follow the state government rules and pay the prescribed scales? Even though we also work in the same state, why are we not eligible for the state government salaries? We are also contract employees, and our ID cards clearly state outsourcing. Can anyone please explain why we are not eligible for those pay scales? The employee strength in our institute is 470 members.

Central or state contract worker, the wage payable to the worker is the higher of the central or state rate.

Please check the definition of appropriate government under the Contract Labour Act and see which definition you fall under - state or central. The minimum wages applicable will be as notified by the appropriate government.
