Development Of First Level Supervisors - Come Up From Ranks

Team , I need your views and references for uplifting the First Level supervisors , who have come up from the ranks .Typically , such supervisors were promoted from the workmen category and we need to create a 6-12 months training course for them to upgrade them and enhance their effectiveness.
Ideally , a certified course which calls for necessary qualification at the end ,shall be the mendate . I am seeking some references of proven agencies , who have been part of such turnaround .

At VCCircle Custom Training, we had recently worked on a similar issue with a client. In this case, the first time managers were graduates with 5-8 years of experience. Due to the organization's culture they were using a carrot & stick approach for getting things done. Moreover, there was no focus on team development.
