Even though the Payment of Bonus Act has been amended, according to this article, it says that the amendment has not been passed retrospectively. The Kerala High Court has stated that the amendment shall be implemented from the Financial Year 2015-16. Can someone clarify this for me?

If the employer does not pay the bonus amount to the employee who will work until 30th September 2018, the employee is entitled to the bonus amount. However, the employer has not responded and has not paid the amount. If the employer continues to neglect the payment, what should the employee do?
