‘High Performance Culture’ is possible in a company if they are willing to bench mark themselves to improve further. They could set their standards on comparable parameters of the successful companies or try to create new benchmarks if they are already the best in the business.

High performance culture seems very hard to achieve because the more people you have in your organization, the more issues in management you may face. There are always different types of employees in a organization including low performance ones. However, I think developing ownership at work and boosting employee engagement are more practical ways.
