Employee with 96 Days Leave: Should We Still Consider Them for a Bonus?

I have been working as an HR in the service sector, and one of our employees is not regular in the duties and has availed 96 days of leave. Can we issue a bonus to that employee? Now, his reporting authority is requesting the release of the bonus.

On the ground of attendance, the eligibility for a bonus accrues to an employee if he had worked for a minimum of 30 days in the relevant Accounting Year.
