Another severe challenge facing recruiters and employers alike is retaining their top talent.

Necessary Changes to Current Approach
This shift in power to the candidate— they have the skills, employers have the requirements—means that the current approaches headhunters are utilizing will cease to be as effective.

Compelling Offers Needed
This works in tandem with number three.

Compliance and Legislation
When surveyed, 41% of headhunters cited compliance and legislation as one of their top concerns.

I agree with this. I am working in a small city where it is very difficult to recruit professionals due to very few professionals and more opportunities in big cities.

That's true, especially in small cities, it is difficult to get the right candidate through headhunting.
