Hi Robinkits,
You have not mentioned which country you are working , to Keep HRA it will be benefit form Tax Exemption, the salary components which all given by HR will be based on your CTC amount to help you out to get benefits from the company side and as well as tax saving .
If you receive as total amount with out any components that are provisions given by government , you will be liable to pay huge amount of Tax to Indian government if you are working in India.
