Is a Contract Labour License Needed for Running a Housekeeping Business? Seeking Clarification

Thank you for all your previous replies. I wanted to ask, does housekeeping come under contract labour? I mean if someone has to run a housekeeping business (i.e., deploy people to perform housekeeping duties on contract), do they have to obtain a contract labour license? I think it is just for clarification.

Secondly, is it required to have a contract labour license on the premises where the business is being conducted, or will just one contract labour license suffice?

Ans: Yes, housekeeping comes under CLR act.

Secondly, is it required to take a contract labour license on the premises that he is undertaking business, or just one contract labour license will do?

Ans: According to me, it is required to take CL license.

Dear Harish,

As far as my knowledge goes:

Firstly, you have to take a license for Contract Labour, i.e., Form No. IV under rule 21 of CLA, 1970.

Secondly, you have to obtain Form V, i.e., a Certificate by the Principal Employer where you want to work. It is a type of declaration by the Principal Employer regarding the appointment of the Contractor.

Hi,

For the business, it is essential to have the contract labour license. This is to inform you that if the number of contract labourers is more than 20, then it is essential to obtain the labour license under the Contract Labour Act. Also, housekeeping falls under the Contract Labour Act.

Yes, housekeeping comes under contract labor. If the contractor gets the contract of housekeeping for different units/plants, then one license will not suffice. He has to obtain a license for all the units separately from the concerned authority (Dy./ Asst. Labor Commissioner).

As far as it is concerned with PF & ESIC, there is no need to get a separate registration number, but one can obtain one registration number for his firm.

Any housekeeping contractor who has more than 20 employees on a premises must obtain a CLRA License and maintain a register according to the act.
