Confused About Haryana's Minimum Wages: Is It Just Basic Pay or Does It Include HRA?

Dear All,

Minimum wages have been revised in Haryana with effect from 1st November 2015. It has been noted that the revised minimum wage is the basic pay only and cannot be segregated with allowances.

On the other hand, the Minimum Wages Act states that minimum wages include House Rent Allowance along with Basic Pay. Can anybody confirm whether it is Basic Pay Only or Basic Pay + House Rent Allowance?

Minimum wages include Basic + Dearness Allowance. There is no House Rent Allowance (HRA) in the minimum wages published by the state governments.
