Minimum Wages - Basic Pay Or Basic + HRA

Dear All,
Minimum wages has been revised in Haryana w.e.f. 1st November 2015 with a note that it is the basic pay only and can not be segregated with allowances.
On the other hand the Minimum Wages Act says that Minimum Wages includes House Rent Allowance with Basic Pay.
Can anybody confirm whether it is Basic Pay Only or Basic Pay + House Rent Allowance

Minimum wages include Basic + Dearness allowance. There is no HRA in the minimum wages published by the state governments.
