Best Cultural Dress

We are planning to make an event on Diwali celebration where we are inviting all of employees in cultural dress
those who will be in best ethnic wear we will award them
i just want to draft this perfectly..
can you help me out drafting this..
if i should add on something else plz let me know so that this will be draft effectfully

Dear Team,
On the occasion of Diwali Celebration at our office on Monday.
All the employees are advised to come in Traditional dress.
It’s a mandatory thing to all.
People skips the traditional wear have to Sponsor that days Lunch worth Rs.3,000.
Since, it has been discussed and confirmed with everyone before deciding.
