P F Withdrawal - Pf Withdrawal

Dear Seniors,
My Query regarding for pf withdrawal time govt. fixed amount less than 30,000/- no TDS & above 30,000/- TDS is applicable. I know about TDS calculation more than 30,000/- pf amonut ( like pan card submission, 15G/15H ). My question is why govt has fixed "30,000" limit. If there is any particular reason for that.

Dear Mr. Suresh,
To my knowledge it is a privilege for low earning community. But note that if the member has a service of 5 years or more, TDS is not applicable.
