How can I prove that I am eligible for Safety Officer according to GUJARAT FACTORY RULE?

Dear All, I have completed PGDSHE from NIFESM. IT is approved by government MSME.
Please guid me on how can I prove that I am eligible for Safety Officer according to GUJARAT FACTORY RULE. Please have my copy of GR about the same.

What is the abbreviation of MSME? Is that the Technical Board of education??? or something else????

Please refer to the attached document specifying the qualification for a safety officer in the state of Gujarat. I think its clear and self explanatory.
