I need some guidance in making my research report, which has to be on an issue or problem faced by an HR department. The topic I chose was the challenges faced by an HR department in its initial establishment stage, but I didn't find any appropriate information in this regard. Please help me out.

There are several problems that a newly established HR department can face. Among these are:

1. Failure to realize the due importance of HR practices.
2. A non-strategic approach by the organization's management, which can result in costly failures of plans.
3. Compatibility issues between the policies made by the HR department and other organizational policies.
4. Lack of skilled HR practitioners.
5. Ignorance among employees about HR practices.
6. Financial constraints.

Challenges in Start-ups

To start with, a start-up, apart from having recruitment issues, will have lots of other challenges that will eventually shape the company's culture, among other things. It's very crucial and a great challenge for the HR person to handle that situation. You need to build everything from scratch—policies, processes, culture, and value definitions. HR vision for the company and a whole lot of things.
