Who has told you about such provision, and in which state are you working? Whether your staff numbers are fewer than 20 in the plant or office, you can still get registered. Meet with the area inspector, providing all company and manpower details. He will assist you in completing the registration process and will inspect your firm and its details.
There is no such provision. You need to register as soon as you have 20 or more employees. That can be on the first day you start your company/business. You can also register voluntarily before that if you wish.
Here it is not a matter of compulsory registration if there are less than 20 employees. Perhaps you have not read my suggestion in full spirit.
