Understanding T&D HR Functions in IT Companies

I'm Kanishka Mohapatra, currently pursuing PGDM (PM&HRD) from a reputed college in Pune. I am undertaking my winter internship at TCS Pune in the L&D department. Most of my colleagues here are learning officers, which is different from a T&D manager. I am curious about the functions of T&D HR in a large IT company like TCS.

Responsibilities of HR-T&D Department

Is creating learning content for employee courses a part of the HR-T&D department's responsibilities? I would appreciate your guidance on this query so I can discuss it with my mentor. She is currently working on developing learning content, and I am unsure if that aligns with HR responsibilities. Thank you.
