Starting HR Consulting Business

Hi everybody,
I am from Ahmedabad (Gujarat) and am planning to start a HR consulting business. I would like to know how to start this and also how to get clients. You all are requested to advise me with your suggestions.

Tell me - what is your qualification and experience ?
Why will some one hire you ? How will they benefit ?
You don't know how to start business. You don't know how to get clients .... So if someone had all that answers why will they give it to you rather than start of their own ?
