Leave policy and processes that can be designed for an IT Company

This can be useful ,but we are working for 6 days in a week. The number of other religion (than Hindu) employees are very minimum. How can i provide this benefit to them in special quota. The office will not be opened for 4-5 employees on a holiday to make them compensate for the leaves taken by them for thier festival.
Pls guide how it can be managed in such scenario.
