Reg. Mail Draft

Dear Buddies, Can any one guide me to draft me a mail which to be send to my company customer HR for recruiting our employees.
The story is like that every year we used to get job or work from the company. Once project get completed that company HR directly recruit our employees with out our knowledge. We want to raise complain to the head of HR as we are small company were we train our employees and they grab them easily.

Instead of sending a mail,why not have a personal discussion.
Have facts and figures and your QRs for recruitment.
Sending a mail is fine and is a record,but many nuances and points are better covered in verbal discussion.
