Retured Employee Joining Ather Employment - PF Eligibility

Dear Seniors,
X, an employee retired from a public enterprise and withdrew the CPF amount in full. After few years he joins another institution -- AOP, Firm, a private company or so to whom PF provisions are despicable.
Kindly clarify if PF deduction is mandatory with supporting documents or references or caselaws . The retired person requests PF deduction and employer's contribution by opening a new PF account.

What documents you have to enroll a fresh hand to EPF? The same documents are sufficient to enroll a retired hand who join a firm where EPF is applicable. Because in the EPF Act, no where the cessation of age is shown.
