Under FA 1948, the Certifying Surgeon is empowered to carry out examinations and certifications of young persons, persons engaged in dangerous occupations, or processes, etc. The State Government is empowered to appoint qualified medical practitioners as Certifying Surgeons. A qualified medical practitioner is defined as a person holding a qualification granted under the Indian Medical Degrees Act, 1916, or the Indian Medical Council Act, 1933.
Based on my knowledge, qualifications in Homeopathic, Ayurvedic, and Unani medicine are not granted under either of the mentioned Acts.
