I received a notice from the labor officer regarding the maintenance of the register showing the set-on and set-off allocable surface in Form A. How should this be maintained?
It is not "allocable surface" but "allocable surplus." You know the register is in form A. You have to go through the columns and fill them with the required particulars - that's all.

It's pretty simple. Ask your accountant to fill it in exactly as specified in the act.
