How Do I Introduce Our First Performance Appraisal to Employees Clearly and Effectively?

Dear All,
I have to send a mail to all employees regarding performance appraisal as we are introducing first time in our organization. People are not aware about it.I have to send a mail with complete information & that to in easy language.
I have to mention following things –
• This would be on quarterly basis.
• Annual increment would be based on these quarterly appraisals.
• Highly confidential
• Reason for appraisal
• Benefits & etc.
Please suggest something.
