Minimum Number Of Leaves

I have read all the related posts to this topic, but couldn't get a correct answer to my query. We are an IT firm in Kerala which comes under shops and establishment act. We work 5 days a week. As per Shops and establishment act, the company should give 12 CL, 12 SL and 12 EL. But since we are having 2 weekly Offs, what is the minimum number of leaves that the company can give?

Weekly offs have nothing to do with 'Leaves'
The shops and establishment act are to be strictly adhered to.
