Understanding Domestic Inquiry Procedures
1. Sir, though the domestic inquiry procedure is based on principles of natural justice, the terms and conditions of employment, as well as the Conduct Rules adopted by an organization for regulating the conduct of their employees, are also important. For example, there are Central Civil Services (Conduct) Rules that are applicable to central government employees.
2. I am doubtful if the domestic inquiry procedure will have any relevance in a given situation unless the initiator of this thread also delves into the issue of which conduct rules are applicable in respect of an employee against whom a domestic inquiry is stipulated. The service conditions and conduct rules themselves will be the basis for the award of punishment against an employee if the charges leveled against him are proved.
